§ 86-52. Permit requirements.

No person, including the water and sewerage department, shall construct, or excavate for, any sewer, drain, or other construction without first having obtained from the planning department a building permit, grading permit, or any other permit required by the county, except in an emergency situation where danger to life, property, or integrity of the system exists.
