§ 86-31. Definitions.

  • (a)

    Terms defined. When used in this article the following words and terms shall be interpreted as follows:

    The word "shall" is always mandatory and not merely directory.

    Words used in the present tense include the future tense.

    When not inconsistent with the context, words used in the singular number shall include the plural and those in the plural number shall include the singular.

    Terms not defined in this resolution shall have their customary dictionary definitions unless the context indicates otherwise.

    (b)

    Specific definitions. The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    BOD (denoting biochemical oxygen demand) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees Celsius, expressed in parts per million by weight.

    Building drain means that part of the lowest horizontal piping of a drainage system which receives the discharge from pipes inside the walls of the building and conveys it to the existing sewer, ending five feet outside the inner face of the building wall.

    Building sewer means the extension from the building drain to the public sewer or other place of disposal.

    Engineer means the engineer of the county water and sewerage department.

    Garbage means solid wastes from the preparation, cooking, and dispensing of food, and from the handling, storage, and sale of produce.

    Industrial wastes means the liquid wastes from industrial process as distinct from sanitary sewage.

    Natural outlet means any outlet into a watercourse, pond, ditch, lake or body of surface or ground water.

    Person means any human being, firm, society, corporation, or other legal entity.

    pH means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.

    Properly shredded garbage means garbage that has been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension.

    Public sewer means a sewer in which owners of abutting properties have access and which is controlled by public authority.

    Sanitary sewer means a sewer which carries sewage and to which stormwaters, surface waters, and groundwaters are not intentionally admitted.

    Sewage treatment plant means any arrangement of devices and structures used for treating sewage.

    Sewage works means all facilities for collecting, pumping, treating, and disposing of sewage.

    Sewer means a pipe or conduit for carrying sewage.

    Storm sewer and storm drain mean a sewer which carries stormwaters and surface waters and drainage, but excludes sewage and industrial wastes.

    Suspended solids means solids that either float on the surface of or are in suspension in liquids and which are removable by laboratory filtering.

    Watercourse means a channel in which a flow of water occurs, either continuously or intermittently.
